Really? What kind of images that aren't fanart are we talking about? I'm just curious because I'm trying to think of something that might be uploaded to Fanlore and I'm drawing a blank. I mean obviously there are a lot of articles about Harry Potter and fotos of the actors, etc. but they wouldn't end up on Fanlore because canon material, a lot of actor info, etc. are off topic anyway and a thumbnail picture of a character for illustration purposes on the character page would be fair use according to the policy.
